Russia's president signs US adoption ban | MyFOX8.com ...

(CNN) ? President Vladimir Putin signed a controversial measure banning the adoption of Russian children by U.S. families, the Kremlin said Friday.

The action could affect hundreds of American families seeking to adopt. Americans adopted close to 1,000 Russian children last year, according to U.S. State Department figures.

Though the number has been dropping in recent years, Russia remains the third most popular country for U.S. citizens to adopt after China and Ethiopia.

The U.S. Ambassador to Russia Michael McFaul tweeted this week that passage of the bill ?saddens? him, but said he?s open to dialogue.

The measure also bars any political activities by nongovernmental organizations receiving funding from the United States, if such activities could affect Russian interests, Russia?s semiofficial RIA-Novosti news agency said.

It also imposes sanctions against U.S. officials thought to have violated human rights.

A vote this week in the Federation Council, Russia?s upper house, was unanimous, but Foreign Minister Sergei Lavrov criticized the bill ahead of its signing.

Lawmakers in the State Duma, Russia?s lower house of parliament, adopted it last week.

The move by Russian politicians is widely seen as retaliation for a law that U.S. President Barack Obama signed on December 14. That bill, called the Magnitsky Act, imposes U.S. travel and financial restrictions on human rights abusers in Russia.

?The United States is concerned by measures in the bill passed in the Russian Duma today that, if it becomes law, would halt inter-country adoptions between the United States and Russia and would restrict the ability of Russian civil society organizations to work with American partners,? U.S. State Department spokesman Patrick Ventrell said last week.

The Magnitsky Act is named in honor of Russian lawyer Sergei Magnitsky, who uncovered the largest tax fraud in the country?s history in the form of rebates claimed by government officials who stole money from the state. Magnitsky died in 2009 after a year in a Moscow detention center, apparently beaten to death.

The Russian bill?s implementation nullifies a recent agreement between the United States and Russia in which the countries agreed to additional safeguards to protect children and parties involved in inter-country adoptions.

?American families have welcomed more than 60,000 Russian children into American homes over the past 20 years,? Ventrell said last week. ?Just last month we implemented a bilateral adoptions agreement with Russia to improve safeguards for adopted children and their families. If Russian officials have concerns about the implementation of this agreement, we stand ready to work with them to improve it and remain committed to supporting inter-country adoptions between our two countries.?

Only China has more adoptions to the United States than Russia.

Backers of the Russian bill said American adoptive parents have been abusive, citing 19 deaths of Russian children since the 1990s.

In 2010, an American woman caused outrage after she sent her adopted son back to Russia alone on a one-way flight, saying the boy, then 7, had violent episodes that made her family fear for its safety.

Konstantin Dolgov, Russian Foreign Ministry?s Special Representative for Human Rights, said on Twitter that Russia is ?well aware of, and have pointed out more than once, the inadequate protection of adopted Russian children in the US.? He also noted that the United States is one of three nations that has not signed the 1989 U.N. Convention on the Rights of the Child.

Anthony Lake, U.N. Children?s Fund executive director, touted the importance of ?inter-country adoption.?

?While welcoming Prime Minister Dmitri Medvedev?s call for the improvement of the child welfare system, UNICEF urges that the current plight of the many Russian children in institutions receives priority attention,? Lake said.

UNICEF asked that Russia let children?s ?best interests? guide the ?design and development of all efforts to protect children.?

?We encourage the government to establish a robust national social protection plan to help strengthen Russian families. Alternatives to the institutionalization of children are essential, including permanent foster care, domestic adoption and inter-country adoption,? he said.

The United States has signed but not ratified the convention, which has sparked concerns from conservatives over its impact on U.S. sovereignty and parental rights.

Groups such as Amnesty International and Human Rights Watch had urged lawmakers to reject the bill.

?This bill hits back at Russia?s most vulnerable children and could deprive them of the loving families they desperately need,? Hugh Williamson, Europe and Central Asia director at Human Rights Watch, said last week.

John Dalhuisen, Amnesty International?s Europe and Central Asia program director, has said, ?this bill is frankly a childish response to the Magnitsky Act.?

How to Sell More eBooks Online by Bundling

I?ve been writing and selling eBooks online since 2004. To date, I?ve written well over 50. One of the things I started doing in 2009/20120 (once I had around a dozen or so titles under my belt) was bundling them, which increased my sales. FYI, this is one advantage of producing a lot of titles ? you exponentially expand the options in your eBook marketing arsenal.

What Is eBook Bundling?

In case you don?t know, bundling is selling two or more titles for ?one low price.? Following are four tips for successfully bundling your eBooks ? and selling more.

Bundle Like Products: For example, I?ve written half a dozen or more titles on self-publishing. They cover everything from how to write an eBook; to how to set up an eBook affiliate program on
E-junkie; to how to minimize eBook returns; to how to create professional (but cheap) eBook covers.

I bundled all of these into a ?self-publishing package? because ostensibly, if you want to know how to write an eBook, then you also want to know how to create a good cover for it; how to get more sales (eg, recruit affiliates); how to make sure your eBook return rate stays low; etc., right?

So this all-in-one package gives aspiring self-publishers everything they need ? from writing their eBook to getting it online and selling it.

Bundle Complementary eBooks: This is different from bundling ?like? products. For example, one of my eBook bundles includes an eBook on how to become an SEO writer and how to make money managing social media accounts for clients.

These two eBooks complement each other because many clients who want SEO content also need someone to manage their social media accounts. And, who better to distribute content via social media than the person who created it (ie, the SEO writer)?

See what I mean?

Choose a Lead Title: Usually, I have a ?lead title? (a main eBook) that prompts me to bundle several titles together. This eBook is almost always priced higher than the ?supporting titles? and the reason it?s chosen as the lead title is because it?s a ?hot seller.?

For example, How to Write an eBook in 3 Days, Market It & Start Getting Sales within a Week ? Really! is the main title in my self-publishing package. As a standalone title, it retails for $34.95, and does pretty well on its own.

The other titles in this package retail for $6.97, $6.97 and $9.95 separately. They don?t sell as well as the main title ? NOT because of the information, but because before any of these titles are relevant, an eBook must be written.

So, choose your lead title wisely. Again, this will usually be dictated by your sales numbers.

eBook Marketing Tip: If you have a title that is a runaway hit (ie, a hot seller), write other eBooks that complement this one so you can bundle them.

Price Your eBook Bundle Correctly: Now, this can be a bit dicey. It?s something I experiment with all the time because it?s not an exact science and depends on so much.

Using the self-publishing package referenced above, all titles sold separately retail for $58.84. The bundled eBook package is $39.95. How did I arrive at this sales price? To be honest, I wanted a big enough of a discount that potential buyers would take note. I once read that buyers don?t even express interest until a sales price is at least 25% off. ?So I priced this eBook package right at around 33% off.

This is a number that I think gets people?s attention ? and for those who are serious about writing and selling eBooks online, it?s a great deal.

Again, though, pricing eBooks to sell is ongoing trial and error.

eBook Pricing Tip: A trend I?ve noticed is that the lead/main title of a bundled package will still outsell the bundle ? sometimes by a lot, sometimes they?re almost even. What this says to me is that bundling does increase sales simply because every ?eBook bundle? you sell is a sale you probably would not have gotten if you didn?t have that particular offer.

I looked back at four of my bundled package offerings as I was preparing this post and the bundled packages only lagged behind the lead title offerings by less than 10 sales in three cases. In these cases, my sales were almost double.

Conclusion: Bundling eBooks to Sell More Online

I think bundling eBooks helps you sell more online because consumers like a bargain. And, if you use the ?infomercial approach? (ie, pile on more until the buyer just can?t say no), then you can exponentially increase your online eBook sales.

There are several options available to retirees as far as their funds are concerned. One of the most popular options is to roll over a 401k into an IRA after retirement. However, the popular choice is not always the best choice. Be sure to think carefully about the pros and cons of rolling over your 401k before you make any decisions about your retirement fund.

Pro: Investment Options

One of the greatest reasons to roll over your 401k into an IRA is the potential for a wider variety of investment options. Investment options in 401k plans tend to be fairly limited while IRA?s, with few exceptions, often allow for the purchase of stocks, bonds, REITs, annuities, and many other kinds of investments. Rolling over your 401k may just give you the freedom you need to really start making your money work for you, and deserves consideration for this reason alone. You should be able to use your money they way you want.

Con: Liquidation of Investments
Rolling over may have negative implications for your investments as well, however. It is not uncommon for 401k accounts to require a liquidation of all investments made within the account before rolling over. Depending on the status of your particular 401k plan portfolio, this may or may not be a prudent decision. You may not be able to recreate your portfolio in a new account, so this liquidation has the potential to amount to a loss for you. Think carefully about this implication to your retirement fund before rolling over your account.

Pro: Simplicity and Security
You don?t want to have to worry about your money. IRAs offer a great amount of convenience and simplicity by allowing investors to consolidate their funds into the fewest accounts possible, making things much less complicated for you. An IRA can also offer great protection from creditors?up to one million dollars in secured funds that cannot be touched by creditors in most cases. Keeping your money protected in the event of a financial crisis is an important consideration, and an IRA may be your best bet in terms of convenience and security for your peace of mind.

Con: No Protection from Lawsuits
While an IRA may offer you protection from creditors, your money may still be vulnerable in other ways. 401k plans offer their own kind of security. For example, the money in your 401k is protected from collection after lawsuits under federal law. The?401k contribution limits 2013?brings may not offer you the potential for growth that you want, but you will be able to rest easy knowing your money can?t be snatched away by relentless litigators. IRAs are usually protected under state law, but the implications of this disparity in protection may be enough to tip the scales.

It will be important to consider both sides of the coin when you decide whether or not to roll over your 401k. There is a down for every up, so make sure you look at all sides of the issue before making a decision. What?s right for most may not be right for you.

Mummy Murder Mystery Solved

Solving a centuries-old murder mystery, researchers say Egyptian king Ramesses III likely had his throat slit by conspirators in his harem.

Moreover, the body of the pharaoh's traitorous son, Prince Pentawere, may have finally been found.

Scholars have long been puzzled about the death of Ramesses III, believed to have ruled from about 1186 B.C. to 1155 B.C. during Egypt's 20th dynasty. While ancient papyrus court documents show that members of the king's harem plotted to kill him as part of a palace coup, it has remained unclear whether the assassination scheme was successful.

Researchers revisited the mummy of Ramesses III looking for answers. Their computed tomography (CT) scans revealed a serious wound in his throat. (Horus was the patron god of kings in ancient Egypt.)

"The large and deep cut wound in his neck must have been caused by a sharp knife or other blade," the team wrote in a paper on their findings, published in the British Medical Journal on Monday (Dec. 17). They added that the cut, which severed his trachea, esophagus and large blood vessels, would have killed him instantly. [See Images of Ramesses III Mummy & Scans]

The researchers also found an amulet bearing the eye of Horus lodged in the mummy's throat and think it served as a lucky charm.

"Most probably, the ancient Egyptian embalmers tried to restore the wound during mummification by inserting the amulet (generally used for healing purposes) and by covering the neck with a collar of thick linen layers," the researchers wrote.

The conspiracy against Ramesses III is believed to have been led by one of his wives, secondary queen Tiye, and Prince Pentawere, their son. Ancient texts suggest Pentawere was found guilty at trial, and then took his own life, but his body has never been definitively identified.

The researchers of the new study also examined a mummy suspected to be Pentawere, dubbed "unknown man E."

A genetic analysis of this mummy showed he shared the same paternal lineage as Ramesses III, "strongly suggesting that they were father and son," noted the researchers.

Because of his contorted expression, some scientists have speculated that unknown man E was poisoned or buried alive. The new analysis did not provide a more conclusive cause of death, but they did find that his lungs were overinflated, which could be a sign of death by suffocation or strangulation, perhaps consistent with a suicide.

Man E was also buried in goat skin, a material regarded as ritually impure in ancient Egypt. This might be interpreted as evidence for a punishment in the form of a non-royal burial procedure, the researchers said, concluding that man E is a "good candidate" for Pentawere.

Soon, the cops will be here. How much time do you have? At some point, it?s time to off yourself. And all you managed to kill were two lousy kids because the only weapon you had was a kitchen knife.

    Google ?knife control? and you?ll find legions of gun-control skeptics comparing U.S. firearm attacks to Chinese knife attacks. In the past two years, there?s been an epidemic of knife attacks on Chinese schools. Some of them show up on Wikipedia?s list of school massacres. But none crack the top 10 because the body counts never rise above single digits. It?s just too hard to kill that many people, even little kids, with a knife.

    Guns do more damage. Look down the list and you?ll see gun after gun after gun. But not all guns are equal. I?ve gone through the 25 worst massacres on the chart, and nearly every shooter had a semi-automatic weapon. The one exception was a guy who had speedloaders and a bandolier so he could keep firing. High-capacity magazines are another common factor. All these patterns converge on a common lesson: Speed kills. Madness pulls the trigger, but the rate of fire drives the body count.

    It?s not all about guns, either. The worst Chinese school massacre by a knife-wielding madman wasn?t caused by the knife. The perpetrator used the knife to scare the kids and make them retreat to the back of a classroom. Then he locked them inside and killed them by starting a fire. Right below him on the list is a guy in Germany who killed one victim with a lance and the rest with a flamethrower that ignited a classroom. Knives and lances take too long. It?s more efficient to kill everyone at once.? That?s what the record-holder did: He wiped out more than 40 victims with a series of bombs.

    I wish we could pass a magic law that would stop madmen from killing our children. We can?t. There will always be angry lunatics. There will always be knives and shotguns and gasoline. I don?t think banning guns will make the problem go away. We don?t need another all-or-nothing war between pro-gun and anti-gun ideologues. What we need is a frank, precise, constructive conversation about the problem of high-speed weapons. You don?t need rapid-fire weapons to hunt or defend your home. Cops don?t need them to shoot down bad guys. And while it?s true that passing a law against them won?t eliminate them, that?s not an argument against legislation. It?s an argument for going beyond legislation. The community of gun sellers and enthusiasts must act collectively to track and control the technology of mass murder.

    Every child who died in that school in Connecticut today was precious. To lose even one young life in such a senseless way is a gut-wrenching tragedy. But this I know: It didn?t have to be 20.

    Some Venezuelans see 'Chavismo' struggles brewing

    CARACAS, Venezuela (AP) ? Hugo Chavez's most influential allies are projecting an image of unity while the president recovers from cancer surgery in Cuba, standing side-by-side and pledging to uphold his socialist movement no matter what happens.

    But with Chavez's outlook increasingly darkening, some Venezuelans believe power struggles are brewing between ambitious lieutenants long in the president's shadow.

    One-man rule has been the glue holding together Chavez's movement, and he hadn't groomed any clear successor until he surprised Venezuelans with the announcement last weekend that if cancer forced him from office he wanted his vice president, Nicolas Maduro, to take over.

    The president's diverse "Chavismo" movement includes groups from radical leftists to moderates, and long-hidden divisions could flare, at least behind-the-scenes, if Chavez is no longer in charge.

    "In politics, everything is possible," said Gustavo Chourio, a bookseller in downtown Caracas, adding that he expects conflict between Maduro and National Assembly President Diosdado Cabello.

    Maduro leads a civilian-political wing that is considered to be closely aligned with Cuba's communist government. Cabello, a former military officer who is more moderate, is thought to have strong ties to the military ? a relationship he highlighted when he spoke at a Mass for Chavez held at Venezuela's largest military base.

    "Maduro doesn't have influence with those in the military. Diosdado has the influence," Chourio said.

    Throughout the nearly 14 years Chavez has been president, his allies have always deferred to and parroted him.

    Chourio said he believes Chavismo has grown so strong it will persist without Chavez. But he predicts Maduro and Cabello will have a reckoning and may end up cutting deals.

    "Those two will have to work it out to guarantee the country's stability," said Chourio, a longtime Chavez supporter.

    Analysts agree that political battles are likely, if not inevitable.

    "It is almost certain that an intense power struggle is already under way within Chavismo," said Michael Shifter, president of the Inter-American Dialogue think tank in Washington.

    Shifter said key figures in the president's camp, including Maduro and Cabello, have long had to suppress personal ambition as Chavez monopolized decision-making.

    "With Chavez no longer on the scene, and the power vacuum exposed, the situation becomes extremely unpredictable," Shifter said. "The fact that Maduro is Chavez's designated successor gives him the upper hand for the time being, but that is unlikely to last long. The others vying for power are wily and ruthless. From the outset, the Chavez regime has been about power ? including lots of money ? and now all of that is up for grabs."

    Maduro and Cabello, for their part, showed a united front this week by appearing together at events along with other Cabinet ministers and military commanders. Speaking alongside Cabello and Oil Minister Rafael Ramirez on Wednesday, Maduro said: "We're more united than ever."

    The 58-year-old Chavez underwent his fourth cancer-related operation Tuesday after announcing that tests had found the illness had come back despite previous operations, chemotherapy and radiation treatments. The government said Thursday that Chavez suffered complications in surgery but that he was recovering favorably.

    If Chavez were to die or be unable to continue in office, the constitution says new elections should be held within 30 days. If that happened before Chavez's Jan. 10 swearing-in, the president of the National Assembly would take over temporarily until elections were held.

    Before his surgery, Chavez acknowledged such a scenario. He said on television Saturday night, with Maduro and Cabello seated beside him, that if he was unable to continue as president, Maduro should be elected to take his place and lead the socialist movement.

    That appearance by Chavez, during a quick trip home after 10 days of treatment in Havana, was an indication that jostling for power had already begun, said Adam Isacson, an analyst at the Washington Office on Latin America.

    "If there were consensus, Chavez would not have found it necessary to fly home from Havana last weekend, in the middle of delicate medical treatments, to publicly name a successor," Isacson said.

    In the short-term, he said, Chavez's allies know it's in their best interest to fall in behind Maduro if a new election is called, and the president's endorsement could give Maduro enough clout to lead for months or years.

    "Instability could come later, if President Chavez dies and the new leader of Chavismo lacks his charisma and ability to hold the coalition together," Isacson said. "At that point, Chavismo would be likely to splinter."

    Maduro, a one-time bus driver and former foreign minister, has stepped into the void during Chavez's absence. On Thursday night, his voice was hoarse as he spoke at a political rally, pledging not to give in to the country's "bourgeoisie."

    "I swear to you ... we will never betray the Venezuelan people!" he said, adding: "Together we're going to defend the peace, stability and the future of our children, with our own lives if necessary!"

    But Maduro will find it difficult to control the various factions in Chavez's socialist party, said Vicente Torrijos, a political analyst at El Rosario University in Bogota, Colombia. "Maduro doesn't have that charisma, nor the ability, much less the political capital," he said.

    Torrijos expects the fervor inspired by Chavez to continue, but he predicts differences among the president's followers will eventually "disrupt the revolution." The military is likely to "influence political decisions more and more," he said.
